About this course
A critical part of managing traffic safely at worksites involves implementing Traffic Control Plans. This course provides training/assessment for personal who are required to implement Traffic Control Plans. This course will provide/confirm the knowledge, skills and attitudes required of those working to ensure that they can perform competently while giving full consideration to their safely, the safety of their co workers and the safety of the public. This course results in the issuance of the required photo card to undertake the work of Traffic Control Guidance Plan Implementer in NSW.
A Roads and Maritime Services Photo Card (with a 3 year expiry) may be attained in one of 3 ways:
Recertification Course - This option is available for applicants that hold the required Statement of Attainment (RIISS00044) and wish to attain a new photo card prior to the expiry of their Roads and Maritime issued photo card for Traffic Controller. This option is available as of the 1 st of July 2018.
- New Entrants Course
This course includes:
1. A Pre-attendance component (study)
2. 1 day of attendance at the training centre
3. Evidence gathering
4. Final Assessment in a real workplace.
- Recognition of Prior Learning (RPL)
This process includes:
1. Assessment of current competencies, skills and knowledge
2. Evidence gathering
3. Final Assessment in a real workplace.
This may be commenced online or in a workshop setting. This option is suitable if you hold the current card required for controlling traffic with a stop/slow bat and this is coming up for expiry (or has recently expired).
Please note that the options above have the same Theory and Practical Assessment and Evidence requirements.
New Entrant Course
This option is suitable for NEW ENTRANTS who have:
Never worked controlling traffic with a stop/slow bat or held the required qualification to control traffic with a stop/slow bat OR
Held a Blue Card previously, but this has expired or have not worked in Traffic control in the last 6 monthsAND
Average to above average reading, writing, speaking and understanding skills
This option is also suitable for those who do not hold a Statement of Attainment for the Units of Competency required or who simply want to attain their qualification by way of training and assessment.
Recertification and Recognition Options
This option is designed for applicants that:
If you already hold the required Statements of Attainment and:
Believe that they have the skills and knowledge required to control traffic with a stop/slow bat
Believe that they do not need any additional training and feel they can proceed directly to Final Assessment of competencies
Hold a valid White Card and hold a Blue Card (or equivalent) that has not expired and are currently working controlling traffic (or in the last 6 months)
Can provide other evidence (workplace documents for example) to back their claim
- Are willing to undertake the final assessment in a real workplace
- This was issued in NSW by an approved provider after the 1 st of July 2015 and less than 6 months ago - less than 6 months ago - you may apply for a photo card without any further training or assessment (we recognise all Statements of Attainment issued by RTO's)
- If this was issued in NSW by an approved provider after the 1 st of July 2015 post 1 July 2015 and more than 6 months ago – please contact us and we will provide you information about how to best get recertified.
- If this was issued in another State or Territory - then your assessment requirements may be reduced AND you may have to undergo some gap training to meet NSW requirements. (While we recognise all Statements of Attainment, we do have to ensure that you meet NSW Roads and Maritime Services Requirements).
The remainder of this document is designed for the New Entrant option, however this should be read by all applicants as it contains useful and important information about the course and the Skill Set, including the competencies required and assessment requirements which apply for all options.
Course Pre-requisites and Requirements
In the workplace workers are required as part of their duties and responsibilities to effectively communicate within the workplace as well as with emergency services, WHS authorities and the public. For this Skill Set they will also be required to read and interpret traffic compliance documentation. In order to do this they will have to have a level of Language, Literacy and Numeracy that is sufficient to undertake the role.
Applicants of the course will be required to have adequate English language, literacy and numeracy skills in order to successfully complete this course.
- Applicants that do not meet the minimum LLN requirements (average English speaking, reading, writing skills) may not be able to complete the course within the nominal attendance time and this may incur fees. Applicants with very poor English LLN should not enrol until they have contacted us to undertake an assessment of their LLN levels BEFORE you enrol.
In order to develop / confirm the skills required to work implementing Traffic Control Plans , you will need to demonstrate that you can apply the skills and knowledge that form this course in the real workplace. While completing the training at our training facility will allow you to do most of your course, the final requirement is to undertake real work in a real workplace.
- Applicants will be required to undertake some assessment in the training facility as well as in a real workplace. This may be work that was undertaken in the recent past (in the last 12 months) for those applicants that have previously held an approved card.

Implement traffic management plan that safely, effectively and efficiently meets all of the required outcomes including:
- Locating and applying relevant documentation, policies and procedures
- Working effectively with others to undertake and complete the traffic management plans that meet all of the required outcomes including:
- Complying with written and verbal reporting requirements and procedures
- Communicating clearly and concisely with others to receive and clarify work instructions
- Communicating clearly and concisely with others to resolve coordination requirements prior to commencing and during work activities
- Demonstrating completion of implementing traffic management plans that safely, effectively and efficiently meets all of the required outcomes including:
- Complying with state/territory regulations and
- Controlling site construction vehicles
- Identify and select traffic guidance scheme according to conditions
- Identify and select traffic guidance scheme according to conditions select and
implement signage and device requirements, position and display according to site
- Monitor and adjust scheme according to variances in requirements
- Apply procedures to deal with non-compliant crew and motorists
Course Details - Organisation, Duration
The course has been designed to cater for participants that are new to the role of implementing Traffic Control Plans in the Resources and Infrastructure industry (New Entrants or Beginners) as well as those who have not been actively involved in the industry. It also serves as a useful refresher for those who have experience in the industry.
On acceptance of your enrolment you will be issued with the resources (learning materials) that will be used in your course. This is effectively the date that you start your course. On acceptance you will also be provided with dates that you are required to attend for your training and/or assessment.
Your course consists of:
- Pre-attendance study materials (takes around 1-2 hours of reading depending on your literacy levels)
- Attendance (8:30am until around 5:00pm) on 1 day as per your booking
- Post- attendance and Final Assessment requirements.
If you meet the requirements of the training then you will receive your Statement of Completion (SOC)
- this certificate allows you to work legally as a Traffic Controller (see below for further requirements) for 90 days. if you do not meet the requirements on day 1 then you may need an additional day of training to get your SOC.
Your course is made up of 3 (three) modules. Before attending for your course, you will be required (Mandatory) to read a set of learning materials, there is also a set of questionnaires online that you may attempt (highly recommended but not compulsory). During your training at our training centres
You will work with your trainer/assessor to ensure that you undertake the required training to work implementing Traffic Controller Plans. This involves classroom presentation, case studies, some activities and theoretical assessments. You will also learn about the required skills.
At some point in the course you will also attend our Practical Training Centre (5-10 minutes drive away) this will provide you with near real simulated training to ensure that you have received training in the skills and knowledge required to work.
At the end of your training - if you meet all the training and assessment requirements set out by your trainer you will be issued with a Statement of Completion (SOC). The Statement of Completion (SOC) allows for you work and continue your training and assessment in a real workplace.
Statements of Completion (SOC's) have an expiry date of 90 days from the date of issue. This allows you to (continue) working as a Traffic Controller for this time while gathering evidence of you application of the knowledge and performing of the skills required.
If you DO NOT meet all the training requirements (theory and or practical) set out by your trainer you will NOT be issued with a Statement of Completion (SOC). Your trainer will provide you with information and guidance so that you may reach this important milestone and be issued with a SOC.
Once you leave the training centre with a SOC you will be legally able to work.
You will need to work (you will need to source your own work) in order to collect evidence of your competency.
Together with your SOC, you will be issued with a Workplace Assessment/Evidence Gathering Pack that will have detailed instructions on the collection of evidence required to demonstrate your skills and knowledge.
Final Assessment cannot take place unless you have met the minimum evidence requirements.
Evidence will need to include (as a minimum):
The Final Assessment for this course must be conducted in a real workplace and involves:
- A log book showing your work record (or equivalent) that has been signed off by your supervisor. Your supervisor will be signing off that you meet certain requirements. This includes at least 3 occasions where you have implemented Traffic Control Plans (this includes setting up, monitoring and closing down). Each of the occasions must be at different projects (therefore minimum of 3 projects)
- Copies (minimum 2) of TCP's/ ROL's/ Permits (you will learn about these) that you have implemented (or equivalent)
- Documentary evidence of participation in safety meeting and activities
- Your assessor attending YOUR WORKPLACE to observe you implementing Traffic Control Plans at TCP / TCGS. OR
In order to do your assessment in your workplace you will need to:
- Have a Training Plan signed off by your supervisor/ Manager – this includes instructions and required evidence
- Collect the required evidence from your workplace
You must arrange (only once you have met minimum evidence requirements as per your training plan) for a mutually suitable time to be assessed which must be:
- During normal work hours (7:00am until 3:00pm) on weekdays
- During a time when you are setting up, monitoring and closing down a TCP (this may involve the assessor having to come out twice)
- In the greater Sydney area
Please note that it is a WorkCover NSW requirement to have a White Card (General Induction) and to have been inducted into the worksite (Site Specific Induction) prior to entering a worksite.
Assessment is required in order to collect evidence of competency. This evidence is built while you do your course (from pre-attendance) and if you meet all course requirements including all assessments. Assessment methods used in this course include:
- Theory Assessments - done during your attendance. These must be completed to the required standards.
- Practical Activities and Training - you must be able to demonstrate the required skills to the required standards
- Workplace evidence (work sample, log book, etc.) – from your own workplace
- Final Assessment will be conducted in a real workplace as above.
Once you have met all the minimum course requirements
(during attendance at the training centre) you will be issued with a Statement of Completion – this is valid for 90 days.
A second SOC may be issued on application if required.
Once you have successfully completed your Final Assessment
then you will be issued with the following Statement of Attainment:
RIISS00044 - Work Zone Traffic Control Traffic Controller
This Skill Set is made up of three (3) Units of Competency including:
- RIICOM201D Communicate in the workplace
- RIIWHS201D Work safely and follow WHS policy and procedure
- RIIWHS302D Implement traffic management plan
Your Statement of Attainment (SOA) is used to make an application for a photo card - this has a 3 year expiry.
This Skill Set can provide credit toward a number of Certificate II or III Qualifications in the Resources and Infrastructure Industry Training Package.
What Do I Need to Bring?
- Your identification - You must bring at least 1 form of photo identification (licence or a passport or a RMS issued identification card) and 1 document showing your current NSW address (licence or other legal document , contact us if you are unsure)
Wear long pants and a long sleeve shirt and closed shoes (preferable hard caps)
Enrolling into this course requires that you book into our course, accepting the terms and conditions and providing sufficient identification. This may be done online or at our office. Alternatively we can send this to you the required enrolment pack.
Once you have completed your booking then you will receive access to your Pre-attendance requirements. You may also have to undertake (or you may like to choose to) a Language Literacy and Numeracy assessment to check that you have the required LLN levels to undertake this course.
If your application is accepted, you may still require additional LLN support and Reasonable Adjustments applied. You will be notified if this is the case. Please see Reasonable Adjustment in the information below.
Access and Equity

Applicants will be accepted into this course based on the course requirements, including the assessment requirements set out in the National Training Package for this Skill Set, as well as any other requirements set out by Roads and Maritime Services.
In line with VET principles and as per the requirements set out in the relevant Training Package, there is scope for Reasonable Adjustment of the training and/or assessment requirements set out in this course.
Reasonable Adjustment in training
This may include the use of learning props and methodologies better suited to the individuals needs, as long as the adjustment in training method is still in line with Roads and Maritime requirements. Examples of this include the use of videos and presentations, one on one training methods (for parts of the training not requiring work with other individuals) and extended training plans that exceed the standard course duration and format.
As per the requirements of Roads and Maritime Services, there can be no adjustment of those training requirements specifically set out by Roads and Maritime (for example participation in Simulated Training).
Reasonable Adjustment that cannot be accommodated in the course attendance duration may result in additional training and fees will apply.
Reasonable Adjustment in assessment
This may include making adjustments to the assessment methodologies or the tools in order to cater for the needs of the participant. This may include the use of Verbal Assessment in place or written assessments. Minimum assessment requirements have been set out and these cannot be reduced.
Reasonable Adjustment that cannot be accommodated in the course attendance duration may result in additional time required to meet requirements and fees will apply.
Speak to one of our customer service staff if you feel that you may need adjustments to be made before you book. Alternatively, you may speak to your trainer on the day who will provide you with planned support.
You will be provided with sufficient support to ensure that you attain this Skill Set. This support is limited to support offered throughout the duration of the course and the support that we can provide to you in relation to training and assessment. Support cannot change any of the course requirements.

- Present the required information in an easy to understand format
- Discuss the subject matter, answer your questions and demonstrate the skills required
- Assess you only once you feel (and he/she believes) you are ready for any final assessment
- Provide you with options , where they exist for reasonable adjustment to the training and/or assessment components of this course.

Complaints and Appeals Procedure
Complaint - If you are unhappy with an aspect of the service that you receive
Appeal - If you disagree with the outcome of a decision made
Complaint made to the office of Just Careers Training. Complaint may be verbal or in writing (we will always record it somewhere for our procedures)
The following procedure will be applied:
- Customer service staff handling/ receiving the complaint will attempt to resolve the complaint at the time of receiving the complaint
- If the learner is unsatisfied then this is referred to the General Manager immediately via electronic form developed for this purpose and learner advised that the complaint will be handled within 72 hours.
- Manager will acknowledge complaint within 72 hours of receiving complaint and acknowledge the complaint in writing
- Manager will investigate and record outcomes
- Manager may contact complainant and /or any other party involved and inform as to the estimated timeframe expected for action to proceed.
- Manager will determine outcome of complaint and notify all parties of the outcome (within 14 days) in writing.
- All parties will have an opportunity to respond to the outcome (within 72 hours)

An Appeal is made to the assessor (or the person making an authorised decision). Appeal may be verbal or in writing (we will always write it down for our procedures). Learners have 14 days after a decision to make an appeal.
The following procedure will be applied:

- Decision maker will review their decision within 2-5 business days of receiving appeal information - this involves the Site Manager asking the assessor to review their decision
- Assessor to record their outcome in an email to Site Manager
- Appellant is notified of outcome in writing
- If Appellant unsatisfied , Manager notified by way of electronic appeal form
- Alternative authorised decision maker to review the decision a trainer/assessor not involved in the original decision will validate the decision as per validation policy and procedure
- Manager will notify the appellant of the outcome (within 14 days)
- Appellant will have an opportunity to respond to the outcome (within 72 hours)
